From my personal expericne, the CEO doesn't really have that much power (Steve Ballmer is different because of his ownership shares in Microsoft) so generally speaking, the board of directors have far more power. Many times, the CEO is just a puppet for the masses that doesn't really call the shots so you might be right, maybe that position isn't all that appealing.
