It looks as though the article may have been a bit misleading:
Keep in mind that Click packages are intended for use only by independent apps, not distro apps.
Independent apps are more likely to either not have many external dependencies, or want to control what versions of those external dependencies it uses.
For everything else, we will still have Debian packages with all their dependency resolution glory.
