OK, I knew this but had to try. You can't run two servers on same port. They will clash. I set one to 2302 and the other to 2303 and it works. Two separate databases. So far, both are same mission but do you have any other mission to use on the second server?

Yeah, I don't know why the second won't work. Both run but even when on different ports, I can't connect to the second one. I'm testing some config stuff to see maybe I missed something.
One easy, one hard is nice but what is hard? I'm confused when you say "hard", I have original TOPARMA. Which part is "hard"?

So odd. When one instance is running, doesn't matter which port I use when I run the second instance, it won't listen to it. I set 2302 but it goes to 2315 or something else and one line is also missing from second instance "Game Port... Steam Query Port..."...

when I say hard, I think more to a lack of information on the map and harder bots.
For example, a map with roads, cities, no general store, no GUNSTORE listed above.
As regards the easy part, just a copy of a server TOPARMA. You know what I mean?
