The 'performance tweaks' for system stability have been installed. The UI tweaks will not for concerns already mentioned.
The custom banner procedure you'd outlined didn't work. Neither did the animated banner option. I attribute both to hardware or old driver limitations. This is mentioned solely for general info. It's a PII Gateway laptop and fact is, at some point the banner vanished from the start menu, which is absolutely fine.
The MS start screen was eliminated by running: ATTRIB -h -r -s c:msdos.sys at the command prompt and
added LOGO=0 to the same file. The shut down screen was eliminated by renaming logow.sys file to logow.bmp in the windows directory. No more MS screens... a privileged they gave up when they abandon supporting the system (IMO).

Yes, many reason to install 98SE2ME. The good thing about the SP is that once its final, no more downloading. I don't even think its going to reach a 100mb. We are almost at 20,000 downloads combined with all other mirrors/sites etc...

Minor bug report (icon-related): icons seem to be a bit glitched up (as seen here then here in high/true color and here then here in 256 colors)... seems like the 16 and 256 color images got swapped or something? Also noticed a few icons, etc. were missing and/or swapped (Windows attempts to display the 256 color images in 256 mode, or 16 color in high/true color)... in the Windows Me/2000 icon set, the shortcut overlay arrow is also missing

The shortcut arrow is part of the ME/2000 theme option. It is removed. This has been there for a very long time. I'm assuming you are using some virtual machine? I will try to find your bug.
Yes, it happened on a real ThinkPad as well as on VMWare Workstation and VirtualBox (recently did an install of USP on a T23, so I know the problem is not with using a VM)

You should delete shelliconcache in the Windows folder in safe mode and reboot. Sometimes if you have too many tasks running, it interferes with SP installation.

I looked at the shell32 in Microangelo, and found the problem in the raw view of the file itself... seems like you might have accidentally included the 16 color icon in the file rather than the 256 color one (assuming you removed icon images in order to save space)
