Wow, thanks for the quick turnaround! I'm going to redo the fresh install and try the new version.
Hmmm... I didn't install the new U98SESP3 yet, but I fixed the problem by uninstalling Internet Explorer 6.0, reboot, then reinstalling it. Now all Web Views, IE web pages, and CHM files work.
Of course majority of web pages still won't load right with IE 6.0 - that's ... to be expected. Still I cannot get on the Windows Updates page because their ActiveX applet won't load.
PS: I started looking closer, and it seems you add a lot of updates from other versions of Windows here. Why is that? I thought surely nothing new should come out for Win 98 SE. All updates and patches should be static at this point in time.

The newer files fix vulnerabilities in old files to help system stay updated. It also adds minor enhancements to the OS.

I finally got around reinstalling windows 98 se from scratch so I could finally use the U98SESP3 3.5.6 - and the problem with the web and CHM rendering is the same. After installing the main core updates, IE, Explorer, and Help (CHM) do not display anything (white page). This also means your CHM that starts first is just blank pages.
BTW, can you make it so the help pages can launch along side the actual update picker? I would like to be able to refer to the guide on the list of updates and what they do while I am actually picking off the list.

I tried to "Wait" a few times to no avail. Occasionally, there were additional errors, but these 3 were there most of the times. I tried installing the SP right after Windows install and after Windows + Drivers + IE6 and right after Windows seemed to work a little better, but not by much.
PC is a Dell GX150 with 512 MB memory, 98SE, and mempatch. Is there a log or something similar that can indicate the point where the install stops responding?

I do not see NUSB mentioned above -- is that assumed to be part of [2], just simply wasn't mentioned, or NUSB is in SP3 now?

There is a bug in the latest service pack where if active desktop is enabled then selected icons will stay highlighted until the desktop is refreshed.
I also had the bug where the help box will be blank and web rendering stops working after installing the main updates however this only happened to me on a vmware VM. On a PC running Windows 98 SE it worked fine.

@ aurgathor, are you using some type of VM? If not, I will try to help guide you through installation. The first thing I need you to do is, a clean install with all your drivers and nothing else. Then report back here. Thank you.
