While not absolute proof, the fact that you could potentially remove them using the Windows Setup tab in Add/Remove Programs, like you add them from the CD, lends credence to the theory they were just the same files from the CD. They most likely did this because they didn't install using the "typical settings" from the Windows 98 and 98 SE CD. Customers probably moaned.
I was looking at the Russian versions I ended up with and the version on all the EXE files was 4.10.1998 and the cards.dll file was exactly the same size as the version from my CD. In short, I think I was wrong when I said it was some kind of update over at MSFN.

If you try to remove a Microsoft Windows 98 Game Pack that you downloaded from the Windows Update Web site, the Games Pack may not appear in the list that is in the Install/Uninstall tab of the Add/Remove Programs dialog box.
You can use either of the following methods to remove the Windows 98 Games Pack.
Using Add/Remove Programs
Click Start, point to Settings, and then click Control Panel.
Double-click Add/Remove Programs.
Click the Windows Setup tab, click to select Accessories, and then click Details.
Click to clear the Games check box, and then click OK.
Using the Windows Update Catalog
Visit the following Microsoft Web site:
Windows Update
Click Product updates.
After the catalog appears, click Show Installed Updates.
Click Uninstall next to the Windows 98 Games Pack on the list.

I have created a Unofficial DirectX 9c lite version which is about 16.6 mb. I'm debating on whether or not, I should add it or leave it as a separate package outside of SP. It install all the necessary files/drivers. The only thing not included is Directx Manage. It also include silent install which prompts for a reboot. There is updated files that has been added as well.

On a clean install, after all drivers installed, it takes less than 15 minutes to install all options and fully update my system. Restarts included. Roughly about an hour to be up and running.
Now that I'm a little more savvy, I'm going to create a tweak pack with all the Win98 tweaks at MDGx site.
