I found this reproducible glitch on a Dell Latitude C800:

1. The SP3.66 Main Updates install normally on a new Windows 98SE installation.

2. If NUSB36E.EXE is installed before SP3.66, then INFEX.EXE always hangs on Main Updates.

3. The hang only happens for Main Updates. Other components can install after the universal USB drivers are running.

Unofficial SP3 remains excellent. I'm glad that PROBLEMCHYLD is still working on it.

There is no reason to use NUSB if you're using the SP because the USB drivers are newer. People do as they wish

I, too, have found that 3.66 isn't installing. I have a fresh Win98se install. With my machine, the Main Updates minimizes but does nothing. Left it running all night. Tried the Word97 install on a lark and it did the same. I have the earlier SPs back to 3.63 (i think) so I will test those and see if they install.

I successfully installed v3.65, so there's something wrong with v.3.66.

DLed 3.66 again and it worked after installing 3.65's main updates. The next step would be to do a clean 98 install and try 3.66 again, but I'm not the one who's going to do that. LOL Either I had a bad DL the first time or 3.65 fixed the original problem.

22 Sep 2021. CONFIRMATION. Had to install U98SESP3.65 Main Updates & System Core files on my fresh W98SE installation, before I could install U98SESP3.66

Without U98SESP3.65 Main Updates the U98SESP3.66 would stop working when the INFEX window first appeared to begin installing a selection.

Just adding to this.

Same issue with 3.66 - selecting ONLY main updates, the main window minimises but nothing installs.

SPSTART is listed in task manager, and the other exe shows "Not responding", but nothing further installs.

Now restoring the Win98SE base install b4 trying first with 3.65.

same behavior here. Unable to install v3.66. Freeze and chaining errors.
No issues to report with 3.65 so I'll probably stick with it
