There's a Windows version too, if the MP (multi-platform) version runs a bit flaky on Windows, check under "Products" on the site and get the 'Classic' version. Oh yeah, I think it was version 1.50 that works on Windows 3.x.

This is a fairly cool program to allow you to adjust many visual element in 95 - XP. One bit of advice, DON'T use the program to apply themes, do that in the Themes tab under Display settings.

it works fine. I don't know how or why, but LibreOffice is also fucking up the character detection/"encoding", it displays a dialog box just before I captured the screen show showing UTF-16 and English, but displaying Chinese characters. The file is literally a CSV file, it's glorified text! It literally opens in a fucking text editor. Every new version of LibreOffice that's installed by my distro has a NEW fucking problem!
