Well, if we were to create a members only section, then bots or anonymous users wouldn't be able to see it at all. I totally get your point about a "prep work" place. It's nice to see the results and then "publish". We got the "preview" button but that won't be too good if you wan to prepare something for several days, then an edit function is definitely needed.
There was a "save to draft" function which I personally killed because it fucked me over once real bad. The thing doesn't save the attachments and such so it was totally useless.

Didn't we have a "Junks" section? Maybe we could bring that back and make it members only with full edit without a time limit. Let me ponder on this a while because we don't want to make a messy long list of too many forum sections either. It's good to have things clean and simple.

Some thoughts; How many such articles do you estimate to write? If it's below maybe 4 per month, I don't think it justifies to create a whole new section.
Now, if you are talking about at least 4+ each month, it would be somewhere around maybe 50 a year. That would justify such section.
I am aware this looks like squeezing a nickel here "just for a new line in our database" but we must be wary of tumbling down the rabbit hole of long list of empty and/or abandoned forum sections. Many forums fall into that hole and it is never a pretty sight.
