I'm having the same issues... Did you do full install of IE? I custom install a standard Windows 98 SE OEM CD (no 98lite) and have none of the internet tools ticked, did a minimal install of IE 6 SP1, reboot, install main updates from U98SESP and have the same issues as well. I haven't used the service pack since 2.1a and this would work then.

I've noticed that the updated KEYB.COM program included in the Service Pack causes noticable startup delay when it is present in autoexec.bat by default when the Polish regional settings are set.

That broke for me too. I know for a fact that IE6 was installed before running USP 3.64. I reinstalled IE6, still wasn't fixed, running USP 3.63 Main updates - keeping the newer USB file seemed to fix. Also, something's going on where CRLUPD.CAB and ROOTSUPD.CAB are not being extracted (same on 3.63). I'm getting an error basically saying CRLUPD.INF, NOVOLTRK.INF, PRESERVE.INF, ROOTSUPD.INF and RVKROOTS.INF aren't there - I processed them by hand after extracting with 7-zip. Further, fonts.inf (extraction does work on fonts.cab) is calling for MSGOTHIC.TTF and the fonts.cab contains msgoth04.ttc. TTC? Same thing with Msmin04.ttc, - the INF calls for MSMINCHO.TTF.
