TinyMCE, will run locally without the overhead over running a server...
A little javascript (very little, honestly) goes a long way.
Of course, Chrome has a built in PDF 'printer'...
To me, this is a heck of a lot better than trying to turn that 'content editable' crap into a word processor.

miniPaint, much like TinyMCE, will run offline too.

I'm trying to find webapps like that. To not only ensure that I can work offline in Chrome OS Flex, but not to necessarily be stuck with Google's apps either.
