And, of course, there was the lovely Ebola-Chan meme, a threatening meme circulated by 4chan users on Nigerian Internet message boards, because why not?

I can understand the guy that found the stuff reporting it to the police. I can understand the police officer's statement. He may not have been aware of the meme. Once the site's editor(s) found out that there was a photo of a meme at this so-called shrine, why wasn't the story pulled? Start going through, the comments and I think you'll see what the intent of the person(s) setting up the scene were. Simply put, he/she/they wanted attention.
